近15年海河流域水资源变化及基于耗水理念的流域节水管理建议 被引量:3

摘要 在"节水优先、空间均衡、系统治理、两手发力"治水方针中,节水是前提要求。海河流域是资源性缺水地区,水资源开发利用率超过100%,地下水超采问题严重,如何真正实现节水是解决流域水问题的关键。在流域水循环过程中,蒸散发(ET)是水资源的最终消耗途径,降低ET是实现节水的根本途径,探索基于ET的区域耗水监测可作为推进水利行业强监管的突破性手段。从耗水管理理念入手,基于近15年海河流域水资源公报和遥感监测ET数据,分析了海河流域水循环要素变化情况,提出了基于耗水理念的流域节水管理建议。 According to the water governance guidelines of "prioritizing water conservation, balancing spatial distribution, taking systematic approaches and giving full play to the roles of both government and market 冶, priority is given to water conservation. Being a water-scarcity region, Haihe Basin has been suffering from over-exploitation of groundwater that lead to serious problem, due to the high water development rate of 100%. In order to realize real water saving, evapotranspiration (ET) in water circulation must be reduced. Regional water consumption monitoring based on ET should be employed for strengthening supervision of the water sector. The changes of key elements in water circulation of the Haihe Basin have been examined in line with the ET data of water resources bulletin and remote sensing monitoring of last 15 years, so as to propose recommendations for conceptual theory of water conservation based on water consumption.
