摘要
当前中国经济已由高速发展阶段转向高质量发展阶段,而经济转型升级是实现经济高质量发展的正确有效途径,不仅培育了新动能,实现了发展动力转换,还着力追求绿色发展,保护和修复生态环境,但由于思想认识偏差、新技术掌握不够、新材料运用不好等原因,同时也给环境带来了新影响、新破坏,使经济转型升级与环境保护产生了新冲突、新矛盾,只有强化高质量发展和环境保护理念,准确研判形势、正视存在问题,研究落实构建环境保护长效机制、推动经济优质转型升级等解决策略,才能处理好两者的矛盾统一关系,实现有序共生、互利共赢。
At present, China s economy has changed from the stage of high-speed development to the stage of high-quality development, and economic transformation and upgrading is the correct and effective way to achieve high-quality economic development, which not only cultivates new kinetic energy, realizes the transformation of development power, but also strives to pursue green development, protect and restore the ecological environment, but also because of ideological understanding. Deviation, inadequate mastery of new technologies and poor use of new materials have also brought about new impacts and damage to the environment, resulting in new conflicts and contradictions between economic transformation and upgrading and environmental protection. Only by strengthening the concept of high-quality development and environmental protection can we accurately judge the situation, face up to existing problems, and study and implement the construction. The long-term mechanism of environmental protection and the strategy of promoting the transformation and upgrading of economic quality can deal with the contradiction and unity between the two and achieve orderly symbiosis and mutual benefit and win-win situation.
