摘要
"两标并一标",其实质是在政府采购公共项目中应用PPP+EPC模式.而此类项目招标采购程序的简化要求政府有关部门对社会资本的适格性进行更加精准地考察.对PPP+EPC项目社会资本进行软、硬实力的特征分析,借鉴已有对PPP合作伙伴的选择以及EPC总承包商的选择研究,通过文献分析法综合选取PPP+EPC项目的社会资本考察指标,并建立PPP+EPC项目社会资本适格性考察模型.最后,以某PPP+EPC项目为研究对象进行实证分析,以确定该模型对社会资本适格性考察的有效性.
"Two tenders combined to one tender",its essence is to apply PPP+EPC mode in government procurement public projects. The simplification of bidding procedures for such projects requires a more precise investigation of the eligibility of government departments for their social capital. The characteristics of social capital of PPP+EPC project are analyzed,and the selection of PPP partners and the selection of EPC general contractors are used for reference in the paper. The social capital investigation index of PPP+EPC project is selected by literature analysis method,and the model of social capital eligibility of PPP+EPC project is set up. Finally,our study takes a PPP+EPC project as the research object to conduct an empirical analysis to determine the validity of the model's examination of social capital eligibility.
