摘要
[目的]研究广西14个地市卫生资源发展的均衡性,为科学合理配置广西卫生资源提供参考依据。[方法]对广西2013-2016年14个地市的硬件、人力以及基层医疗卫生资源发展的均衡性进行研究,通过使用Excel建立数据库进行描述性分析。[结果]全区14个地市中,在硬件卫生资源方面,与经济较落后地区相比,经济较发达地市的硬件卫生资源发展速度较快,但近年来经济发展水平较落后的地市也在加大力度推动硬件设施建设。在卫生人力资源方面,14个地市的卫生人力资源发展均衡性较差,优质医疗人才主要集中在经济发达地市,而经济欠发达地市卫生人力质量不高,形成卫生人力资源不足和浪费并存。在基层医疗卫生资源方面,全区村卫生室的发展并不尽如人意,近几年的发展均呈负增长趋势。[结论] 2013-2016年广西14个地市的硬件卫生资源、卫生人力资源以及基层医疗卫生资源发展的均衡性均有待提高。
Objective To study the balance of health resources development in 14 cities in Guangxi so as to provide reference basis for scientifically and rationally allocating health resources in Guangxi.Methods Researched the balance of hardware,human resources and primary health care resources development in 14 cities from 2013 to 2016 in Guangxi.It built database by Excel to conduct descriptive analysis.Results In the 14 cities,in terms of hardware health resources,health resources development speed in economic more developed cities was faster which compared with economically backward regions,however,in recent years,the cities with relatively poor economic development levels were also stepping up efforts to promote the construction of hardware facilities.In terms of health human resources,the development balance of health human resources in 14 cities was poor,and high-quality medical personnel was mainly concentrated in economically developed cities,while the quality of health workers in economically underdeveloped cities was not high.Resulted insufficient and waste of health human resources.In terms of primary health care resources,the development of village clinics was not entirely satisfactory,and the development in recent years had shown a negative growth trend.Conclusions From 2013 to 2016,the balance of hardware health resources,health human resources,grassroots medical and health resources development in 14 cities in Guangxi need to be improved.
