摘要
广州提出建设"国家创新中心城市"是广州嵌入全球创新链条、融入全球创新网络、打造国际科技创新枢纽的重要举措,具有重要意义。建议广州采用"科技创新驱动+工业创新驱动+服务创新驱动+管理创新驱动"的"四轮驱动"模式推动广州建设国家创新中心城市。上述模式的实施路径是:发挥和强化企业、高等院校、科研机构、军工企业在配置科技创新资源中的作用推动创新;依托高科技含量、高增值性、低能耗和低污染的新兴产业和高新技术产业引领创新,并促进传统产业升级;依托生产性服务业、现代服务业和科技服务业保障创新;依托政府引导和政策引领支撑创新。
It is proposed that the construction of a“National Innovation Center City”in Guangzhou in which is an important measure for Guangzhou to embed a global innovation chain,to integrate it into a global innovation network,and to create an international technological innovation hub.This is of great significance.It is suggested that Guangzhou adopts the“four-wheel drive”model of the“technical innovation driven+industrial innovation driven+service innovation driven+government innovation driven”to promote Guangzhou to build a national innovation center city in China.The first implementation path is to realize and to strengthen the role of enterprises,higher education institutions,and military enterprises in the allocation of the scientific and technological innovation resources to promote innovation.The second implementation path is to rely on high-tech,high value-added,low-energy,and low-pollution emerging industries and the high-tech industry to lead innovation and to promote the upgrading of traditional industries.The third implementation path is to rely on the productive service industry,modern service industry,and the scientific service industry to guarantee innovation.The fourth implementation path is to rely on government guidance and policies to lead and support innovation.
