摘要
为配合中国"一带一路"倡议,探寻一条沟通长江经济带与珠江-西江经济带的合适的桥梁纽带。运用比较分析研究方法,从宏观角度分析了湘粤运河与湘桂运河、赣粤运河的建设条件和开发潜力,认为开发湘粤运河比湘桂运河、赣粤运河更具有经济价值和战略意义。针对南岭山脉分水岭丘陵地区水源不足以及现有交通线路复杂等特点,提出可以通过大开挖技术手段、运河立交工程、通航隧道工程等措施,尽量减少梯级数量,来提高运河船舶通行效率,减少对周边环境的影响。首次提出了通过开挖湘粤运河,构建湘江-北江城市带和经济带的概念,以及通过湘江-北江经济带联接长江经济带和珠江-西江经济带的设想。提出了加快开发湘粤运河工程的一些建议。
In line with the Belt and Road Initiative,a proper bridge link between the Yangtze River Economic Belt and the Zhujiang-Xijiang Economic Belt is explored.The comparative analysis method is used to analyze the construction conditions and development potentials of the Xiangyue Canal,the Xianggui Canal,and the Ganyue Canal from a macro perspective.It is believed that the development of the Xiangyue Canal is more economical and strategic than the others.In view of the shortage of water source and the complexity of the existing traffic lines in the watershed and hilly areas of the Nanling Mountains,it is proposed that measures such as large excavation method,navigable canal bridge and navigation tunnel can be adopted to minimize the number of hydrojunction of navigation canal,to improve the efficiency of the canal traffic and reduce Impact on the surrounding environment.For the first time,the concept of building the Xiangjiang-Beijiang Urban Belt and Economic Belt through the excavation of the Xiangyue Canal,as well as the idea of connecting the Yangtze River Economic Belt and the Zhujiang-Xijiang Economic Belt through the Xiangjiang-Beijiang Economic Belt are proposed.Some suggestions for accelerating the progress of the Xiangyue Canal project are put forward.
