摘要 石化工程具有技术来源复杂、投资强度大、危险程度高、关联范围广、建造周期长和质量安全环保要求苛刻等特点,是一个复杂的系统工程,工程管理水平的高低和管理模式的先进与否,直接决定着项目的投资效益和建设水平。以数字化为支撑的"五位一体"石化工程整体化管理模式,是基于系统工程理论,融合信息技术成果,创新发展集约化、协同化、集成化、过程化和数字化的管理方法,将技术研发、工厂规划、工程设计、装备制造、施工建设、过程风险、产品交付、投产试车等工程各环节融为一体,实施全生命周期综合整体管理,实现系统价值提升。工程实践表明,整体化管理新模式具有既自成体系又深度融合和动态关联一致的巨大优势,很好地解决了石化工程这个复杂巨系统的不确定性和一系列工程难题,大幅提升科学技术的工程转化水平和工程建设的实施能力,为国家能源安全和石化产业高质量发展提供了保障和支撑。 Petrochemical engineering is the complicated system engineering,characterized with complex technologies,capital-intensive investment,high risks,wide concerns,long construction period and strict requirements on quality,safety and environmental protection.Petrochemical project's investment efficiency and construction level are directly decided by whether the engineering management and management model are advanced or not.The integrated management model of"five in one"petrochemical engineering supported by digitalization is based on system engineering theory,which combines the intensive,synergistic,integrative,procedural and digital management methods with information technology and innovative development to integrate technology research,plant planning,engineering design,equipment manufacturing,construction,process risk control,product delivery,commissioning and other engineering links,in an effort to realize integrated whole-life-cycle management and enhanced system value.Engineering practices show that this new management model has the tremendous advantages of a self-contained system with deep integration and dynamic correlation.It can effectively tackle the uncertainties and difficulties in the complicated,giant petrochemical engineering system,and greatly promote the application of scientific and technological achievements in engineering construction and the capability in implementation of engineering construction,which will provide guarantee and support for national energy security and high-quality development of petrochemical industry.
