摘要
欧盟国家长期存在经济失衡的风险,这是引发2008年欧洲主权债务危机的主要原因之一。2011年欧盟开始实施经济再平衡战略——宏观经济失衡程序(MIP),至今没能从根本上改变欧盟经济失衡的状况,多数国家仍然存在债务失衡、贸易失衡等问题。欧盟经济失衡的主要原因是,欧盟国家经济差异大、欧盟内部政策不协调、欧元流通和劳动力流动加剧经济失衡等。2017年欧盟提出"多速欧洲"的发展构想,其主要经济原因是欧盟宏观经济失衡。多速欧洲发展可能成为欧盟未来的发展方向,并将对欧洲一体化产生深远影响。
The long-term economic imbalances in EU countries is one of the main reasons for the2008European sovereign debt crisis.In2011,the EU began to implement the economic rebalancing strategy-the Macroeconomic Imbalance Program(MIP),which has not fundamentally changed the EU economic imbalance.Most countries still have problems,such as severe debt imbalance and trade imbalance.The main reasons for the EU’s economic imbalance are the economic disparities in the EU countries,the inconsistency of EU internal policies,and Euro Circulation and labor mobility that increase economic imbalances.In2017,the EU proposed the concept of multi-speed Europe.The main economic reason is the EU macroeconomic imbalance.Multi-speed European may become the future direction of the EU and will have a profound impact on European integration.
