摘要
建设县域医共体的关键是提升县域医疗服务能力。德清县面临医保基金支出增加的压力,县域外流向增加,县域内机构之间恶性竞争。面对困境,德清县进行县域医共体的改革发展。对此,本文构建县域医共体改革效果的评价指标体系,评价指标主要分为体系建设、机构发展和社会责任三个维度,比对改革前后关键医疗业务和财务运行指标改善情况,引导医共体提升医疗服务能力,促使医保基金回流,同时优化医疗机构内部收支结构,最终提高财政投入资金和医保基金的使用效率,缓解居民疾病经济负担。
The key to building a county medical community is to improve the county's medical service capacity.Deqing County is facing the pressure of increased expenditure on medical insurance funds,increased flow outside the county,and vicious competition between institutions within the county.As countermeasures,Deqing County carried out the reform and development of the county medical community.In this regard,this paper constructed an evaluation index system for the effect of county medical community reform.The evaluation indicators were mainly divided into three dimensions:system construction,institutional development,and social responsibility.They compare the key medical services and financial operation indicators before and after the reform,and guide the medical staff to improve the ability of medical services,promote the return of medical insurance funds,optimize the internal revenue and expenditure structure of medical institutions,ultimately improve the efficiency of financial investment funds and medical insurance funds,and ease the economic burden of residents'diseases.
