摘要
"一带一路"沿线国和上海合作组织成员国有重叠之处,如,中亚国家,这些国家也是上海合作组织的重要成员国。他们在彼此经济互惠的过程中,必然推动强力部门启动共同构建地区治安安全的命运共同体和环境。在这一过程中,地区警务合作的功能、使命和追求呈现出趋同特征。上海合作组织警务合作早已形成的较为成熟的合作模式和方式,为一带一路沿线国的警务合作将提供良好的范式。与此同时,一带一路倡议除经济层面外的更广泛和更深层次的多领域的合作,都赋予上海合作组织警务合作更多元的内涵和外延。对于上海合作组织地区警务合作的内涵外延的解读有助于实战部门把握一带一路倡议落实的历史关头,以建立和打造秩序安全命运的共同体。
Countries along the land and sea Silk Roads share commons with SCO members.For example,central Asian states are also important members of the SCO.Their mutual economic cooperation will push relative departments to construct the community and environment of regional peace and security.In this process,two kinds of regional police cooperation share similar function,mission and pursuit.SCO’s Police cooperation has already formed a mature model,which provides a good paradigm for the Belt and Road’s.At the same time,the Belt and Road initiative’s broader and deeper multi-field cooperation,in addition to the economic level,has endowed the SCO police cooperation with more diverse connotation and extension,whose interpretation of SCO helps the practical department grasp the historical moment of the Belt and Road and establish a safer community in order.
