摘要
中央苏区农业生产互助合作包括劳动互助合作、犁牛合作、耕田队等,是中国共产党在农业生产和农村治理方面的创新性制度设计。本文基于农业合作社再次成为当下农业农村改革的一种重要的制度选择的背景,对中央苏区农业生产互助合作制度选择的必然性以及其地位和价值等进行探讨,认为中央苏区农业生产互助合作既是中国共产党面对当时农村超负荷经济负担、劳动力严重缺乏、耕牛等重要生产工具奇缺的客观条件的产物,更是彰显革命政治理念和革命动员之需等主观意志的产物,既解决了农民生产生计等民生问题,亦为革命的经济保障和社会动员提供了制度支持,更为新中国农村经济的集体化发展提供了范例。这一研究对于当下农村经济社会发展,亦蕴涵了重要而深远的价值理性。
Mutual assistance and cooperation of agricultural production of the Central Soviet area included labor mutual cooperation,yak cooperation and plough teams,which was the innovative system design of the Communist Party of China in the aspect of the agricultural production and the countryside management.Based on the background that the agricultural cooperatives became an important system choice again for the current agricultural and rural reform,this paper discusses the inevitability of institutional choice and its status and value of the agricultural production mutual cooperation of the Central Soviet area,and believes that agricultural mutual assistance and cooperation of the Central Soviet area not only was the product of the objective conditions for the Chinese Communist Party to face the excessive economic burdens in the countryside at that time,the serious shortage of labor force and the shortage of important production tools such as farming-oxen,but also was the product of subjective wills such as highlighting the revolutionary political ideas and the needs for the revolutionary mobilization,which solved the livelihood issues of farmers,such as production and living,provided the institutional supports for the economic security and social mobilization of the revolution,and provided an example for the collectivization development of the rural economy in new China.The study also contains important and far-reaching value reason to the development of the current rural economic and social development.
