摘要
分级诊疗制度作为五项基本医疗卫生制度的基础,与医疗、医保、医药相关制度有着密切的关系。"三医"缺乏联动机制的医疗卫生服务体系存在着医疗费用不合理增长、医保基金安全和部分过度医疗的问题。同时,疾病谱的改变、城镇化进程、人口老龄化问题和经济新常态的出现带来了新的挑战。为了保障分级诊疗制度顺利实施,需建立以患者为中心的"三医联动"机制,明确责任分工,充分发挥医保的杠杆作用,并完善"三医"谈判机制。
The hierarchical medical services system is the foundation of the five basic medical and health systems.It is closely related with medical treatment,medical insurance and medicine.When the medical service system lacks a good linkage mechanism among the three,there will be many problems,such as unreasonable growth of medical ex-penses,the safety of medical insurance funds and partial over treatment.At the same time,with the change of disease spectrum,the process of urbanization,the aging problem and the emergence of a new economic norm,the medical and health service system has encountered new challenges.In order to ensure the smooth implementation of hierarchi-cal medical services system,it is necessary to establish a patient-centered tripartite system mechanism,clarify the di-vision of responsibilities,give full play to the leverage role of medical insurance in the hierarchical medical system,and improve the negotiation mechanism among the three parties.
