摘要
在梳理我国水权交易发展历程的基础上,分析了近年一些地区开展水权交易取得的成果,特别是宁夏等7个水权试点的探索与实践,推进了我国水权制度的改革。在此大背景下,中国水权交易所应运而生,并开展了水权交易,通过近期的探索与实践,取得了一些成效,建立了水权交易规则体系,开发了水权交易系统,促进了水资源的优化配置,并提出了下一步推进水权交易的工作思路。
The achievements of water right trading in recent years are evaluated based on review of its development history in China.Especially explorations and practices of the seven pilot project areas such as Ningxia Autonomous Region were the force to push forward the reform of water right system in China.It was at this historic moment that China Water Exchange established for water right trading.Along with practices in recent years,rules and regulations and water right trading system have been formulated that contributed to optimized water allocation.Finally,the working ideas of advancing water right trading in the next step are proposed.
