认知、协商与共识:英国养老金制度改革的经验借鉴被引量：7

Cognition,Negotiation and Consensus:Lessons from the Reform of British Pension System

摘要在过去的十多年中,英国实施了简化养老金制度、建立自动缴费机制和降低养老金运营成本等一系列改革。这些改革重塑了二战以来英国的养老金制度,开创了英国养老金发展的新时代。与一些国家举步维艰的改革相比,英国的改革极为顺利,其中一个重要原因是社会各界对改革达成了广泛共识。改革共识的建立,一方面得益于行为经济学的最新进展提高了人们的认知;另一方面得益于养老金委员会的委员在多个层面进行的广泛协商,达成了利益妥协;在科学认知和利益协调的基础上,英国政府强大的政策执行力推动了改革的顺利开展。目前我国养老保险改革进入攻坚阶段,社会各界对改革的关键问题还存在较大争议,因此有必要通过提高认知,进行广泛的沟通协商,达成改革共识,推进中国养老保险制度改革。
