Japan's Diplomacy towards Africa:from Pragmatistic Balance to Strategic Importance

摘要 纵观20世纪以来日本与非洲关系的历史发展进程,日本对非洲外交政策取向既有连续性特点,又有鲜明的时代特征。第二次世界大战之前,日本与部分非洲国家保持着不甚密切的经贸往来。冷战时期,日本对非外交受制于以美国为首的西方阵营及其意识形态等因素,一方面,日本发展与以南非为首的非洲白人传统伙伴的关系;另一方面,为了获取现实的资源等经济利益,日本积极与其他非洲国家或地区发展关系,从而成功助推了经济起飞,彰显其"以经济为中心"的实用主义平衡战略特点。自1993年首届东京非洲发展国际会议起,日本对非外交转为战略重视,体现在对非合作平台、经贸关系、安全合作等方面。未来一段时间,"印太战略"和"亚非增长走廊"将成为维护日本在非洲利益的新路径;基于东京会议合作机制,在日本对非关系中"中国因素"增加的新的国际环境下,其对非外交将继续保持战略重视这一特征。 Through the historical development of Japan’s relationship with Africa since the 20th century,orientation of Japan’s foreign policy towards Africa has featured with both continuity and distinction.Prior to the Second World War,Japan had maintained not-so-close economic and trade relations with some African countries.During the Cold War,Japan was subject to the Western Camp dominated by the United States and its ideology.On the one hand,Japan developed relations with the white African traditional partners led by South Africa.On the other hand,in order to obtain practical resources and economic benefits,Japan had actively developed its relations with other African countries or regions,which resulted in Japan’s economic take-off and revealed its pragmatically balanced diplomacy towards Africa centered on economic development.Since TICAD I in 1993,Japan has turned to attach strategic importance to Africa,reflected in its cooperative platform,economic and trade relationship and security cooperation with Africa.In the years to come,the“Indo-Pacific Strategy”and“Asian-Africa Growth Corridor”(AAGC)would be the new route for Japan to safeguard its interests in Africa.
