摘要
[目的 /意义]通过对政府开放数据的协同监管研究,使其运行过程更规范统一,提升工作效率和数据利用率。[方法 /过程]将协同理论的相关思想运用到政府开放数据监管这一研究领域中,对数据自身和数据间共享的协同,以及数据监管过程中的主要矛盾进行了阐述。[结果 /结论]通过对数据协同和上述矛盾的分析,提出了3条可能的监管路径。[创新/价值]本文在研究过程中融入了协同学理论的思想,为政府开放数据监管研究提供新的尝试。
[Purpose/Significance]To make the operation process more standardized and unified through the collaborative supervision of government open data,so as to improve work efficiency and data utilization.[Method/Process]The paper drew on the coordination theory related ideas into the government regulation of open data in this research field,the data of synergy between itself and the data sharing,and expounded the main contradiction in the process of data governance.[Results/Conclusion]Three supervision paths were proposed through the analysis of data synergy and the above contradictions.[Innovation/Value]This paper incorporated the idea of synergetic theory in the research process,and provided a new attempt for the research of government open data supervision.
