摘要
目的本文对青岛市卫生计生行政执法全过程记录评估体系的建立以及执法实践中的应用情况及效果进行了分析,探讨记录评估体系的建立和实施对于卫生计生行政执法全过程记录工作的意义。方法对青岛市卫生计生行政执法全过程记录评估体系构架进行分析,并对体系建立以来,全市11个卫生计生监督执法机构4次综合评估的实施效果进行了比较分析。结果通过对四次评估结果的对照分析,随着青岛市卫生计生行政执法全过程记录制度落实逐步深入,执法人员执法行为得到有效规范,突出的问题得到有效纠正,评估体系对促进执法人员行为规范化的作用显著。结论卫生计生行政执法全过程记录评估体系的建立和实施有效推动了全市卫生计生执法全过程记录配套制度的落地实施,及时有效地发现和督促纠正了制度实施中的突出问题,有效规范了卫生计生执法人员的执法行为。
Objects In this paper,the establishment of evaluation system for whole process record of health administrative enforcement in Qingdao is introduced.The practical application of the evaluation system and the effects of it are analyzed.And explore the significance of the evaluation system for whole process record of health administrative enforcement in Qingdao is investigated.Methods The structure of the evaluation system for whole process record of health administrative enforcement in Qingdao is analyzed.The implementation effects of 4 times comprehensive evaluation for the 11 health law enforcement agencies are compared and analyzed during 2017 and 2018.Results The comparative and analysis results showed that the implementation of the whole process record system has been gradually deepened,the behavior of law enforcement personnel are effectively standardized,and the outstanding problems are effectively corrected.The evaluation system has performed significant effects on promoting the standardization of the behavior of law enforcement personnel.Conclusions The establishment and implementation of evaluation system has effectively promoted the implementation of the whole process record of health administrative enforcement in Qingdao.It helps to detect and supervise the prominent problems in the implementation of the whole process record system timely and effectively,and effectively regulate the law enforcement behavior of health enforcement personnel.
