On the Intellectual Property Market Supervision Mechanism against the Background of Supply-side Reform in High-tech Zones——Jiangsu Province as a Case in Point

摘要十九大报告强调,应深入推进供给侧结构性改革。高新技术开发区劳动力素质高、资源多、注重科技与制度创新,是供给侧结构性改革的重要载体。构建高新区知识产权市场监管机制有利于提升供给侧核心要素的质量。江苏省高新区知识产权扶持政策多、知识产权监管服务平台较健全、知识产权行政执法实现常态化与规范化,但仍存在着监管主体与方式单一、园区内知识产权协同性不强、转化率不高等困境。有鉴于此,应从确立服务监管理念、建立知识产权市场披露制度、提升行政执法水平等方面构建高新区知识产权市场监管机制。 The 19th CPC National Congress Report stresses the necessity of further promoting the supply-side structural reform.With a clear feature of high labor quality and abundant human resources,and awareness of technological and institutional innovation,high-tech zones are an important carrier of supply-side structural reform.The construction of intellectual property market supervision mechanism in high-tech zones helps to improve the quality of supply-side core elements.With sufficient intellectual property support policies,Jiangsu high-tech zones have a sound service platform for intellectual property supervision and the administrative enforcement of intellectual property rights has been normalized and standardized.Problems such as a single regulatory body,a weak synergy of intellectual property rights,and a low intellectual property conversion rate..In view of this,it is necessary to establish an intellectual property market supervision mechanism in high-tech zones,with a service and supervision concept in mind,and the intellectual property market disclosure system,and promoting the enforcement of legal administration.
