摘要
军民融合是一个不断深化、自主创新的过程。然而,借鉴发达国家军民融合发展的模式和政策是必要的、有意义的。典型国家如美国、俄罗斯、英国等基本上都经历了"军民分离"到"以军养民"再到"军民融合"的发展历程。通过分析典型国家军民融合发展的动因、模式和政策,可以得到一些启示:一是建立军民产品统一标准规范,消除军民融合的技术壁垒;二是健全军民两用技术发展的法律、法规和政策;三是实现军民融合政策与经济社会发展实践相协调;四是选择适合本国国情和军情的军民融合发展模式。
Civil-military integration is continually progressive and self-innovative process.However,it is necessary and meaningful to draw implications from developed countries in terms of their civil-military integration development model and policy.A transition from“civil-military partition”,then“military-to-civil support”and then to“civil-military integration”is common to all military powers such as the United States,Russia,and United Kingdom.Based on an analysis to the civil-military integration motivation,model and policy of these countries,following implications are drawn.1.Uniform civil-military technical standardization is necessary to demolish technical hurdles.2.It calls for further improvements of relevant laws,regulations,and policies.3.It requires synchronized civil-military integration policies and social development practices.4.The civil-military integration model must be compatible with China’s specific national and military conditions.
