摘要
有效地控制基本建设投资,合理降低工程造价,是高校基建工程建设管理的一项重要策略。对设计阶段进行造价控制,是基建工程建设全过程造价管理的关键阶段。本文针对高校基建项目设计准备阶段、设计实施阶段中造价控制出现的主要问题,提出解决这些问题的一些方法,包括采用规范的设计招标程序、准确提供设计所需的基础资料、实行限额设计、运用价值工程分析、引入设计监理、严格审核施工图、利用合同控制造价等方法,以期为为高校基建工程全过程造价控制打下良好的基础。
Effective control of capital construction investment and reasonable reduction of project cost is an important strategy to the university infrastructure construction and management.The cost control of the design stage is the key stage of the whole construction cost management.This paper focus on cost control problems in the design stage of infrastructure project in colleges and universities,and point out some important strategies,such as adopting the standard design bidding procedure,accurately providing basic information needed for design,implementing quota design,using the value engineering analysis,introducing design supervision,rigorously auditing the construction drawings and using the contract to control the cost,in order to lay a good foundation for the whole process cost control.
