摘要
通过对江西省D县N村产业扶贫的个案研究,探讨农村地区产业扶贫成效、瓶颈及优化机制。研究发现:贫困地区受内外部条件制约,龙头企业、农民专业合作社发展滞后,无法有效带动贫困户脱贫,政府主导下的产业扶贫基地承担了带动贫困户脱贫的主要功能。然而产业扶贫基地却存在以下发展困境:产业多处于发展初期,扶贫对象受益有限;产业扶贫基地政策依赖明显;产业扶贫项目缺乏贫困户等其他社会主体积极参与,尚未形成产业扶贫大格局;扶贫产业价值链较短,产业效益有待提高;贫困农户利益诉求难以满足,参与产业扶贫项目意愿不足。最后据此提出相应优化建议。
By studying the industrial poverty alleviation cases in N Village,D County,Jiangxi Province,this paper explores the effectiveness,bottlenecks and optimization mechanism of industrial poverty alleviation in rural areas.The result shows that poverty-stricken areas are constrained by internal and external conditions,leading enterprises and farmers’professional cooperatives lagged behind and fail to lift the poverty-stricken households out of povertyeffectively.The industrial poverty-alleviation bases under the government’s leadership playthe major role in driving poverty-stricken households out of poverty.However,industrial poverty alleviation bases have the development dilemmas as followed:Most industries are in the early stages of development,and the targets of poverty alleviation are limited;the policies of industrial poverty alleviation bases are obviously dependent;the industrial poverty alleviation projects lack the active participation of poor households and other social subjects,and the macro pattern of industrial poverty alleviation has not been formedyet;The value chain is short,andthe industrial efficiencyneeds to be improved;the interest demands of poor farmers are difficult to meet,and the willingness to participate in industrial poverty alleviation projects is not high.Based on what have been discussed above,the corresponding optimization proposals are put forward.
