摘要
随着近几十年我国医疗费用的稳步增长,以及对未来国家卫生预算所带来的持续增长压力的预测,医疗费用尤其是药品费用的控制策略的重要性日益突出。世界经济合作组织(OECD)成员国的控费改革效果的经验证据已经累计到一定程度,足以提供有价值的信息以指导卫生政策的制定。因现行研究多集中在支付方式改革的层面,故该研究收集并总结了大量OECD成员国近年来所实施的支付方式改革之外的控制药品费用政策效果的经验证据进行评估,以期为我国的药品费用控制政策的制定提供更为全面的理论支持和经验借鉴。
Following steady health expenditure growth in China in recent decades,and projections of continued pressure on national health budgets in future years,policy options for cost-containment in the health system,especially the drug expenditure,have been attached more importance to.Because lots of experiences have been accumulated by the organization for economic co-operation and development countries which can provide valuable information to guide setting related cost-contaiment policies,this article collected policies of these countries as examples to analyze and assess in order to give some enlightment to China.Since lots of studies have been focused on the mode of payment,this study will pay close attention to the policies except the payment policies.
