摘要
为推进我国协商民主的发展,从完善社区协商民主建设政策的角度,对安徽省民政厅社区协商民主建设示范城区名录的6个社区协商示范点建设社区进行了研究,分析了这些社区在开展社区协商示范点建设的一年多来,在推动社区协商工作方面存在的社区协商制度还不完善、专业社会组织指导力量不足、社区协商缺乏线上工程、资金不足等问题。探讨提出了完善城乡社区协商规章制度、提升社区组织化程度、线下协商与线上协商相结合、资金下沉的建议。
In order to promote the development of consultative democracy in our country,from the perspective of improvement of the policies concerning construction of community consultative democracy,the author studied 6 communities built with demonstration sites of community consultation included in the directory of demonstrative urban communities in the construction of consultative democracy in communities organized by Department of Civil Affairs of Anhui Province.Moreover,the author analyzed the problems existing in the promotion of community consultation work in these communities within over one year's time after the launch of construction of demonstration sites,which include imperfect community consultation system,inadequate guiding force from professional social organizations,absence of online projects for community consultation and insufficient funds.On such basis,the author proposed the following suggestions:perfect rules and regulations on urban and rural community consultation,enhance the level of community regularization,combine online and offline consultation together and deposition of funds.
