摘要
绿色电力的开发利用是当前世界各国共同关注的焦点。绿色电力价格的制定应遵循三个重要原则,即:应能够为可再生能源电力发展目标提供保障、应体现可再生能源发电的外部性,应考虑可再生能源发电的影响因素。综合国内外的绿色电力相关政策将绿电定价模式分为固定电价模式、溢价电价模式、招标电价模式、市场电价模式和绿电电价模式。我国现行绿电定价机制,存在价格补贴机制有待修改完善和定价缺乏规划和调整机制两方面的问题。基于我国国情,绿电定价应借鉴国外固定电价政策的有益经验,健全绿色电力补贴机制,健全绿色能源发展基金及评价机制。
The development and utilization of green power is the focus of common concern by the world.In view of the important factors of green electricity price,fouowing the three important principles of green electricity pricing,green electricity pricing model is divided into a fixed price model,premium pricing model,price bidding mode,market price model and green electricity price model.Through the analysis of China′s current green electricity pricing mechanism,there exist the main problems of the two aspects.Based on China′s national conditions,this paper puts forward three suggestions to optimize the green electricity pricing and provides specific direction for improving the implementation of green electricity pricing mechanism.
