摘要
解密是指国家机关和涉及国家秘密的单位依法解除国家秘密的活动,有利于实现保密与公开的动态平衡,促进信息资源的合理流动与利用。美国在国家秘密管理领域进行了一系列的探索与实践,建立了完备的解密制度与解密体系。研究美国解密工作的制度设计与实践经验,并从中学习借鉴,对于我国的解密制度的完善,解密体系的调整有重要意义,有利于我国解密工作的发展。
Decryption refers to the state organs and involving state secrets units in accordance with the law to lift the state secrets of the activities,which are conducive to achieving a dynamic balance between confidentiality and disclosure,and promote the rational flow of information resources and use.The United States carried out a series of exploration and practice in the field of state secret management,and established a complete system of decryption and decryption.It is of great significance to study the system design and practical experience of American decryption work and to learn from it.It is of great significance for the improvement of decryption system and the decryption system of our country,which is beneficial to the development of decryption work in our country.
