摘要
针对煤矿安全应急管理系统耦合协调度低导致矿难事故发生的问题,构建了基于网络层次分析法(ANP)和序参量法的煤矿安全应急管理耦合协调度模型。将应急管理系统分为应急目标、应急运作、应急保障、应急激励和应急约束5个子系统,构建了包含39个序参量的煤矿安全应急管理评价指标体系。借助超级决策软件(SD)确定各指标权重,采用序参量法对预防、准备、响应和恢复四个阶段的煤矿安全应急管理系统耦合协调度进行测算。结果表明:以预防阶段作为基期,案例煤矿应急管理系统耦合协调度在准备阶段为0.052 5,响应阶段和恢复阶段的耦合协调度分别为-0.036 4和-0.300 7。案例煤矿安全应急管理系统各子系统有序度在预防、准备、响应和恢复阶段波动大,系统内部协调程度低,外在表现为整体协调度水平低。
Aiming at em ergency m anagem ent system's low coupling and coordination degree that lead to m ine accid en ts,a coupling coordination degree model of em ergency m anagem ent of coal m ines is built based on ANP and ordinal param eter m ethod.The em ergency m anagem ent system is divided into5subsystem s:em ergency target,em ergency operation,em ergency support,em ergency incentive and em ergency constraint.An evaluation in dex system for em ergency m anagem ent of coal m ines including39sequential param eters is built.W ith the help of super decision software(SD),the weight of each index is determ ined,and the order param eter m ethod is applied to calculate the coupling coordination degree betw een four stages of em ergency m anagem ent,including prevention,preparation,response and recovery.The results show that with the prevention stage as the b a se,the coupling coordination degree of em ergency m anagem ent system of the case coal mine is0.0525in the preparation stag e,and the coordination degree of the response stage and the recovery stage is-0.0364and-0.3007respectively.The order degree of each subsystem of em ergency m anagem ent system of coal m ines fluctuates greatly in the stage of prevention,preparation,response and recovery,and the degrees of internal coordination and overall coordination are low.
