摘要
我国的快速城镇化进程,造成了社会经济结构的重组,使城市社会空间分异现象日益突出。对于传承城市文化命脉的历史街区,正面临着社会空间分异特征所带来的物质环境与精神文化的双重挑战。天津作为拥有老城厢和九国租界区的历史文化名城,这种现象尤为典型。本文以天津历史文化街区保护规划的编制为例,从编制程序、内容、方法及实施各方面,引入动态控制和保护场所精神的手段,对于在历史街区保护规划编制及实施过程中,如何应对挑战,保护与更新街区的物质环境,正确处理历史文化资源保护与利用的关系,实现不同类型人群诉求和利益的综合平衡,以及城市弱势群体等问题予以研究探讨。
The rapid process of urbanization in China has caused reorganization of social and economic structure,and the phenomenon of the urban socio-spatial differentiation has become increasingly prominent.And historic districts that inherit urban context are facing the challenges of social spatial differentiation brought about by the material environment and spiritual culture.This phenomenon is particularly typical in Tianjin,a historic and cultural city which has the old town district and the concession area of nine countries.This paper takes the conservation planning of historic and cultural districts in Tianjin as a subject,introduces dynamic control and protection of spirit of place from the aspects of procedure,content,methods and implementation of conservation planning.And in the compilation and implementation of conservation planning of historic districts,this paper focuses on how to deal with the challenges of protecting and renewing the material environment,balancing between conservation and rational utilization of historical and cultural resources,maximizing the demands and interests balancing of different groups and explores the protection of the urban vulnerable ones.
