摘要
目的:评估省际间应急准备能力差异的变化,为促进我国区域医疗应急准备管理能力的发展提供依据。方法:建立区域应急准备能力评价指标,运用单因素方差分析、聚类分析和个案排秩方法,对我国各省2007年、2011年和2014年应急准备能力进行聚类分类和能力水平的比较评估。结果:3年间,北京、天津、上海始终处于第1聚类区域;总体上,地质灾害低发区应急准备能力高于高发区;西部地区应急准备能力高于东部和中部地区;四川、贵州、云南、甘肃和海南的应急准备能力明显增强。结论:应重点加强地质灾害高发区的医疗应急准备能力建设,完善区域应急准备管理机构之间衔接机制,保障应急财政资金的投入,加强地方各类专项应急预案政策建设和日常演练。
bjective:To evaluate the difference of emergency preparedness ability in different provinces in order to provide the decision evidences for optimizing regional management level of medical emergency preparedness in China.Methods:The evaluation indicators of the abilities of regional emergency preparedness were established.The single factor analysis of variance(ANOVA),cluster analysis and case rank method were used to classify and compare the ability of interprovincial emergency preparedness in2007,2011and2014.Results:Beijing,Tianjin and Shanghai always lied in the first clustering region with high level of emergency preparedness ability in the three years.In general,the level of emergency preparedness in low-risk areas of geological disasters was higher than that in high-incidence areas.The emergency preparedness capacity in the western region was higher than that in the eastern and central regions.The abilities of emergency preparedness in the Sichuan,Guizhou,Yunnan,Gansu and Hainan province were obviously increasing.Conclusion:The Chinese government should focus on strengthening the medical emergency preparedness capacity of the high-incidence areas of geological disasters,improve the convergence mechanism between the management institutions of regional emergency preparedness,ensure the financial investment of regional emergency capacity and push the policy construction of special emergency plans and daily emergency drills.
