摘要
教师晋升评价制度是现代大学制度的重要组成部分,对教师的职业发展至关重要。佐治亚大学现行的教师晋升评价制度于2004年起施行,是一套典型的同行评议制度。这套制度的特征主要体现在四个方面:注重评价的专业性,教师晋升权主要在教师手中;追求评价的公平性,尊重候选教师的权利;建立较为健全的评价监督机制;秉持教学、科研、服务兼顾的晋升评价标准。同时,研究通过对该校教师和管理者的访谈也发现,教师晋升评价制度存在递进性原则的效果饱受争议、副教授晋升教授时缺乏有效的动力机制、申诉程序有待进一步完善、晋升评价标准偏低、晋升辅导尚待制度化等问题。
Faculty promotion is an important part of modern university system,which is critical to the development of faculty's career.Current version of faculty promotion system in the University of Georgia has been carried out since2004,which could be considered as a set of typical peer review system.The characteristics of the system are mainly reflected in four aspects as follows,focusing on the professionalization of the evaluation,seeking the fairness of evaluation while respecting the rights of the candidate,establishing a sound evaluation and supervision mechanism,using a set of promotion criteria which consider teaching,research and service equally.Meanwhile,some problems of this system are revealed by interviewing faculty and administrators at this university.First,the effect of progressive principle of this mechanism is still full of controversies.Secondly,there is a lack of motivation mechanism for associate professor seek full professorship.Thirdly,the appeal procedures need to be improved.Fourthly,promotion evaluation oriteria is relatively low.Fifthly,promotion coaching needs to be institutionalized.
