摘要
近期集成电路产业领域一起中美合资合作项目,引发了业内对中国集成电路产业如何创新发展的讨论。一部分观点认为引进外资会对国内芯片产业带来巨大冲击,呼吁政府部门采取手段保护已有的产业成果;另一部分观点则持开放态度,在中国芯片产业发展中应该互通有无、优势互补,在公平竞争中实现产业健康发展。如何看待我国集成电路产业自主可控发展过程的开放合作与公平竞争、引进消化与自主创新之间的关系,成为人们关注的问题。
Recently,the Sino US joint venture project in the field of integrated circuit industry has initiated discussions on how to innovate and develop the integrated circuit industry.Part of the view in which the introduction of foreign investment will be a huge impact on the domestic chip industry,called on the government departments to take measures to protect existing industrial achievements.Another part of the view is open,in which the development of China's chip industry should be complementary to each other,complementary advantages,in fair competition to achieve healthy development of the industry.How to look at the openness,cooperation and fair competition in the process of self controlled development of the integrated circuit industry in China,and the relationship between digestion and independent innovation has become a concern.
