摘要
京津冀协同发展为衡水构建更加完善的城镇体系搭建了平台,为了赢得更多发展机会,衡水进行了行政区划调整,原冀州市作为冀州区成为了市区的一部分.为了进一步促进城镇化水平的提升,衡水市区以外的其他县级行政单元要分三个片区进行设计,分别构建深州市、武邑县和枣强县等三个子中心.以深州市为子核心的子片区内要构建多个城镇链,并按照分步原则发展;以武邑县为中心的子片区内最终要形成"⊕"城镇体系,以中心带动边缘并以边缘促进中心发展;以枣强县为子核心的片区最终要形成"3链+1团"的发展框架.衡水在强化行政区划内部设计的同时,还要加强与周边中心地间的联系,在构建"衡水—保定""衡水—沧州""衡水—石家庄""衡水—邢台"城市链的同时,要强化"衡水—德州"的互动水平,将德州的"双环+四节点"城镇体系向西拓展,在"衡水—德州"间形成"4团+3带"的发展构架.
Beijing-Tianjin-Hebei coordinative development builds platform for Hengshui to build a more perfect urbansystem.In order to win more development opportunities,Hengshui carried out the adjustment of administrativedivisions:the original Jizhou city became one district of Hengshi.In order to further promote the urbanization level,other county-level areas in Hengshui administration except Hengshui city should be designed as three parts,three subcenters-Shenzhou,Wuyi and Zaoqiang must be constructed respectively.In the sub-area taking Shenzhou city as thecore,several town chains should be constructed and developed step by step;the sub-area taking Wuyi as the core must eventually form the“○十”shape urban system,center area leading the edge area development,and the edge areapromoting the edge area development;Zaoqiang sub-area finally must shape the“3-chain+1-group”framework.Theinternal design of Hengshui administrative divisions must be strengthened and the relationship between Hengshui cityand the other centers must be strengthened as well.While the city chains of“Hengshui-Baoding”,“Hengshui-Cangzhou”,“Hengshui-Shijiazhuang”,“Hengshui-Xingtai”are constructed,the interaction level of“Hengshui-Dezhou”must be strengthened.Dezhou urban system of“double-loop+four nodes should be spread to the west area,and the“4-group+3-belt”formation can be shaped in the end.
