摘要
本文立足全球,从一种跨学科和跨文化的视角探讨媒体全球化和民主化之间的复杂、有时是相互促进、有时是相互矛盾的多面关系。论文既没有提出泛泛而谈的新理论,更不是提供微观的描述,而是对这一对相关的命题的不同论述进行了理论性和历史性的梳理,从中提出新的问题。文章首先讨论了全球化理论和媒体全球化在媒体组织、市场、形式、流动、效果和治理等方面的变革,以及媒体"由下而上的全球化"的过程与实践。然后,文章对现有英语文献中市场自由主义者、公共领域自由主义者、和激进民主主义者不同的民主与传播观念及其对媒体全球化的意义的不同分析进行了综述,并在此基础上回顾了从20世纪60、70年代的"国际信息传播新秩序"运动到2003年底在日内瓦召开"信息社会世界峰会"这段历史时期全球媒体经历的四次变革。最后,文章提出了包括媒体所有权明显多样化、全球媒体流动多向性在政治上和理论上的意义、西方模式和观点的充分性或关联性、媒体在比提供政治信息更为广泛的身份认同形成过程中的作用等7个宏观问题,以期推进研究的广度与深度。
This paper provides a theoretical and historical analysis of the complicated intersections between media globalization and media democratization within global,regional,and national con- texts.Beginning with an overview of various dimensions of media globalization,the paper proceeds to discuss market liberal,public sphere,and radical democratic perspectives on global media,and then moves on to map and evaluate the theoretical and practical dimensions of four waves of media democratization movement in the past four decades.The last part of the paper identifies a number of paradoxical developments in the political economic and cultural of global communication and raisea series of broad questions for further research,debate and action.At the centre of this analysis are fundamental questions concerning the relationship between capitalism,communication,and democ- racy in the current era of globalization.
