“墨子号”量子科学实验卫星大科学工程的历史与管理模式探究 被引量:10

The Management Mode on How Chinese Large Science Projects Transiting from Tracking Class to Leading Class in the World: Taking Quantum Satellite Project as An Example

摘要 本文以科技史研究方法为基点,对"墨子号"量子科学实验卫星这一大科学工程的发展和管理实践进行长时间大跨度的案例深描,在此基础上提炼出"墨子号"大科学工程独特的管理模式,包括"首席科学家+工程两总"的管理组织,以及分布式天地大系统的集群式创新等,还独创性地提出大科学工程共同体的概念,阐释科学家与工程师的有效融合对降低工程风险的作用。最后,就"墨子号"所折射出的大科学工程管理中存在的代表性问题进行分析,并提出几点政策建议,以促进创新型国家建设。 Based on the research methods of history of science and technology, this article makes a long-term case study on the development and management practice of the large science project-the" Mozi" quantum scientific experimental satellite. Then it abstracts out the unique management model of the large science project of" Mozi", including the management organization of"the chief scientist+the two engineers in chiefs (the chief designer and the general director of the project)", and the clustered innovation of the distributed space-ground large system. The original concept of the large science project community is also proposed, so as to explain the function of effective integration between scientists and engineers on reducing engineering risks. Finally, it analyzes the typical issues existing in the management of China's big science projects reflected by the" Mozi", and puts forward several policy suggestions, in order to inspire the organization and management of large science projects and promote the construction of the innovative country.
