摘要
开放大学是服务学习型社会、终身教育体系建设的重要载体;办学系统是开放大学生存与发展的基础和保证。当前,开放大学办学系统面临着学生数量下降、市场应对不足、办学凝聚力下降等问题。协同参与、共建共享是解决办学问题、推进办学系统可持续发展的指导思想。在此思想指导下,借用服务科学中价值共创的理念,探索开放大学办学系统的协同发展。价值共创理念下,开放大学办学系统建立总部与部分、学校与社会之间的多边关系,办学主体包括宏观、中观、微观三个层面,在资源整合、交流机制、制度建设等要素上,通过事前准备、信息沟通、共同开发、支持反馈等共创过程,通过发挥联合优势、提升满意度来实现扩大开放教育规模、提升学习型社会建设贡献度的办学目标。
Open University is an important carrier for the construction of service learning society and lifelong education system. Opening university education system is the basis and guarantee for the survival and development of open education. At present, the open university education system is facing problems such as the decline in the number of students, the lack of market response, and the decline in cohesion in running schools. Collaborative participation and co-construction and sharing are the guiding ideology for solving school problems and promoting the sustainable development of the school system. Under the guidance of this idea, the paper borrow the concept of co-creation of value in service science to explore the collaborative development of the open university system. Under the concept of co-creation of values, the Open University System of Education establishes a multi-lateral connection between headquarters and schools, schools, and society; includes the macro, meso, and micro-level subjects of running schools, and integrates resources, exchange mechanisms, and institution building. On the other elements, through the preparation of advance, information communication, joint development, support and feedback, and other processes, we will achieve the goal of expanding the scale of education and increasing the contribution of learningbased society by leveraging the advantages of joint efforts and improving satisfaction.
