摘要
"三农"问题是我国治国理政的重要问题,黑龙江省作为全国农业大省,"三农"工作更是重中之重。对农村精准扶贫、精准脱贫进展的实地调研表明,黑龙江省已经步入了"后全面小康"时期,农民对"三农"进一步发展的期待与乡村振兴战略高度契合,要从全面深化改革使政府与市场协同推进农业经济发展的高度,理解黑龙江省城镇化与农业现代化相结合的"三农"发展道路,理解乡村振兴具有的由农民小康生活水平提高向生活品质改善的转折意义,以及由"计划性扶贫"向"市场化发展"的转型意义。
The issue of “agriculture, rural and farmers” has always been the most important issue of our state governance.The work of “agriculture, rural and farmers” is more importent for Heilongjiang Province, as a big agricultural province in China. Field research on the progress of precision poverty alleviation in rural areas shows that Heilongjiang Province has entered the period of “post-moderately Prosperous Society”, and the expectations of farmers for the further development of “agriculture, rural and farmers” are highly in line with the strategy of rural revitalization. It has great significance to understand the promoting the development of agricultural economy“by the government and the market from the deepening reforms in an all-round way, to understand the development road of “agriculture, rural and farmers” with urbanization and modernization,to understand the significance of rural rejuvenation from the improvement living quality but not only living standard,to understand the significance of from “plan poverty alleviation” to “market-oriented development”.
