摘要
军民融合发展上升为国家战略,是从国家安全和发展战略全局出发作出的重大决策。国防知识产权是军民融合的关键和核心,国防知识产权制度是军民融合的重要保障。本文从国防知识产权制度制定的历史背景及现状出发,分析了军民融合战略下我国大学国防知识产权制度建设现状并指出制度缺陷,提出了军民融合战略下大学国防知识产权制度建设的对策建议。
The civil-military integration as a national strategy is a major decision under the strategy of national security and development. Being both key and core to civil-military integration,and national defense intellectual property system is an important guarantee to civil-military integration. Based on the historical background and present situation of national defense intellectual property system,this paper analyzes the current situation of national defense intellectual property system construction under the civil-military integration strategy. After pointing out system defects,it puts forward some proposals for national defense intellectual property system construction under the civil-military integration strategy.
