行政机关绩效评估方法论研究

摘要绩效评估服务于行政机关职能转变,不断完善治理体系,提高治理能力。本文按照"完善提高,同一基准,不足加分,亮点加分"的评估思路设计评估指标体系,评估各项工作的工作计划、执行过程,找出不足,破除弊端;评估各项工作的执行效果、公众满意度,发现亮点,固化经验。 Performance evaluation serves the transformation of administrative functions, constantly improves governance system and improves governance capacity. In this paper, the evaluation index system is designed to evaluate the work plan and execution process of the key work, to find out the shortcomings and to break the malpractice, to evaluate the implementation effect, the public satisfaction, the bright spot and the curing experience.
