摘要
运用文献研究法、供求分析法,分析地票权益主体行为并探究地票的功能效益。结果表明:地票制度实现用地指标"空间漂移",在土地流转中有着新绩效,但仍存在不足;各权益主体对地票的供给有较大的影响。对复垦后耕地的使用要制定相关整治措施,严格执行耕地使用方案,应注重生态环境的保护,协调各权益主体行为,进一步推进环境和经济的协调发展。
This paper analyzed the behavior of the subject of rights interests of the land ticket and explored the functional benefits of the land ticket. The results showd that： The land ticket system realizes the＂spatial drift＂of the land use index,and has new performance in land circulation,but there are still deficiencies; each subject of equity has a greater influence on the supply of tickets.The use of cultivated land after reclamation should be formulated with related rectification measures,and strict implementation of the arable land use plan. Ecological environment protection should be emphasized,and various stakeholders should be coordinated to further promote the coordinated development of the environment and economy.
