摘要
新型城镇化理念是在传统城镇化基础上为解决其所产生的各种问题和适应我国经济转型发展要求提出来的,是对城乡二元理论和传统城镇化的优化和发展,被赋予"以人为本"的重要意义。在新型城镇化持续研究和实践中,就地城镇化从根本上符合新型城镇化的要求,是实现新型城镇化的重要途径,但是目前农村就地城镇化或准城镇化还未受到应有的重视,在我国城镇化进程中的作用与地位并没有得到显现。以浙江花园村为例,在实地调研的基础上,分析其就地城镇化的成就,主要是发展工商业、完善基础设施、优化公共服务及健全社会保障,并总结其成功的经验和启示,为其他地方的就地城镇化发展提供借鉴,为我国新型城镇化建设找到一条可行的路径。
The new concept of urbanization is proposed on the basis of traditional urbanization to solve all kinds of problems and meet the requirements of economic transformation and development in China. It is the importance of ＂people-oriented＂ to the optimization and development of urban and rural dualistic theory and traditional urbanization. In the continuous research and practice of new urbanization, local urbanization is fundamentally in line with the requirements of new urbanization. It is an important way to realize the new urbanization, however, the rural local urbanization or quasi urbanization in rural areas has not been paid attention to, and the role and status in the process of urbanization in China has not been shown. Taking Zhejiang Garden Village as an example, on the basis of field investigation, this paper analyzes its achievements in local urbanization, mainly developing industry and commerce, perfecting infrastructure, optimizing public service and improving social security, summarizing its successful experience and enlightenment, in order to provide reference for the development of local urbanization in other places, and a feasible path is found for the construction of new urbanization in China.
