摘要
为提升航空安全监管监察员个人及团队能力,并为监察员的选拔和考核提供依据,对中国民航安全监管专业监察员能力相关法律法规条款和文献资料进行梳理,建立了航空安全监察员个人能力模型和航空安全监管部门团队能力模型。经过广泛的问卷调查和专家意见咨询,对该模型进行了修订完善,形成一套较为完善的航空安全监管专业监察员能力模型。通过抽样检验法验证了该能力模型的计算值与专家评估值误差不超过5%,总体研究结果符合中国民航安全监管专业监察员能力现状。
In order to enhance the personal and team capabilities of civil aviation safety supervision professional inspector ability model in China,and to provide the basis for the selection and assessment of the inspector,it sorts out the relevant laws,regulations,provisions and literature on civil aviation safety supervision professional inspector personal ability in China. Then civil aviation safety inspector personal ability model（ CASIPAM） and civil aviation safety inspector teamwork ability model（ CASITAM） were established. After extensive questionnaire surveys and expert opinion consultations,the model was revised and refined to form a set of comparatively perfect civil aviation safety supervision professional inspector capability models. What＇s more,the models have been tested by using sampling inspection method. Errors were all below 5% comparing with expert evaluation values.The results showed that these models conformed to the present situation of civil aviation safety supervision professional inspector.
