摘要
目的:了解广东省某政校合作试点医院改革前后变化,对该院运营情况进行绩效评估。方法:以该试点医院为样本进行案例研究,收集该院2013-2016年经济基础数据,采用描述性统计、对比分析法等,对该院改革前后情况进行比较。结果:13个临床重点专科植入医院,成立七大协作平台,学科设置更加合理,技术平台全面提升。博士、硕士人数复合增长率达141.01%、33.87%,人才结构趋于合理,科研成果取得突破性进展。工作量、新技术、新项目等各项经济数据呈现增长趋势,多项医疗服务质量与安全指标呈良性发展。患者满意度逐年提高,医疗纠纷与投诉不断下降,应对公共卫生突发事件获高度肯定,社会效益不断凸显。结论:该院在多方面取得显著成绩;政校合作改革与县级公立医院改革相辅相成,是一种创新性的改革路径。
Objective： To understand the comparison of a pilot hospital of cooperation between government and university before and after the reform in Guangdong Province,and evaluate the operation situation of the hospital. Methods： Take the pilot hospital for example,through collecting the data of the hospital from 2013 to 2016,using descriptive statistical analysis,comparative analysis and so on,to compare the operation before and after the reform. Results： 13 clinical key specialties were implanted into the hospital and seven collaborative platforms were established with a more rational academic setting and overall improvement of the technical platform. The compound growth rates of doctor and master reached at 141.01% and 33.87%. The manpower structure was reasonable and the scientific research achievements made a breakthrough. Economic data such as workload,new technology and new project showed a trend of growth and many medical service quality and safety indexes had been developed. Patients＇ satisfaction was increasing year by year and medical disputes and complaints were falling. Public health emergencies were highly recognized and social benefit was becoming more and more prominent. Conclusion： Through the reform and efforts,the hospital have made remarkable achievements in many aspects. The reform of cooperation between government and university and the reform of county-level public hospitals are complementary. It is an innovative path of reform.
