摘要
虽然非公有制企业的基层党建工作是在社会主义条件下发展私营企业的必然要求,但是由于非公有制企业成本支出的经营特性和劳资关系的天然对立,使得其在具体的实施过程中面临一系列困境。为解决这些问题,非公有制企业的党建工作应该建立"三点式"的实施机制,即通过引入科学的发展路径,以帮助企业增值作为切入点;通过加强其政治属性,以理顺劳资关系作为立足点;通过扩大覆盖的广度和深度,以加强党的建设作为落脚点。与此同时,还要从企业外部机制、企业内部机制、内外联合机制和监督反馈机制四个方面来保障基层党建工作顺利有效开展。
Although the work of primary-level Party building in the non-public enterprises is an inevitable requirement for the growth of the privately-run enterprises under the socialist conditions, due to the operating characteristics of" their cost expenditure and the naturally opposing labor-capital relations, they encounter a number of difficulties while carrying out the work. To resolve these difficulties, the non-public enterprises should create a "three-point" mechanism for doing the Party building work, that is, introduce a scientific development path to help enterprises to increase value; intensify their political attributes to straighten out the relationship between labor and capital; and expand and deepen the coverage of the work in order to improve it. At the same time, we must also ensure that the primary-level Party building work is carried out smoothly and effectively with the internal and external corporate mechanisms, the internal-external joint mechanism, and the supervision and feedback mechanisms.
