This article analyzes the necessity of the Performance Management Teaching Portfolio Evaluation System through the investigation and questionnaires of the Vocational Colleges ESL. The detailed information and data have been listed in tables to present the difference between teachers who attend promotions and who do not in the promotion of professional titles.
