摘要
新西兰科研绩效拨款(简称PBRF)计划是较有国际影响力的全国性、周期性科研评价制度模式之一。新西兰政府于2003、2006和2012年相继启动了三次PBRF计划的质量评价项目,目前2018年质量评价项目正在筹备当中。本文通过分析PBRF计划,尤其是其2018年质量评价项目的相关要素,发现其在如下几个方面对我国科研评价体系具有启示意义:通过同行评价确保评价质量;评价工作重点针对高校科研人员的科研活动;评价过程效率高且周期合理;评价内容关注科研质量和科研影响;注重分类评价且评价标准多元化;避免高等教育过度市场化。这些研究结果将为我国建设具有中国特色的高校科研评价体系提供借鉴。
New Zealand＇s Performance-based Research Fund （PBRF） scheme is one of the best known and most influential nation-wide assessments of university-based research. The first three Quality Evalua- tion rounds were conducted in 2003,2006 and 2012 and the fourth round will be undertaken in 2018. In this article, the characteristics of PBRF and the assessment process of 2018 Quality Evaluation are ana- lysed. The findings indicate that, peer review ensures the standard of quality evaluation, research assess- ment focuses on the research activities of academic staff at universities, assessment practice is efficient with a logical period, assessment process emphasises the research quality and impact, assessment criterion is systematic and diverse, and assessments should prevent the over-marketisation of higher education. The implications of PBRF and 2018 Quality Evaluation will provide important enlightenments for the research assessments at China＇s universities.
