摘要
立足气象部门实际，分析了舆情监测系统的功能定位，在对比购买服务和建设系统两种建设模式优劣的基础上，给出引进方式的建议；经分析认为，舆情监测系统是主要发挥辅助工具作用，要有高素质技术人才和完善工作机制的支撑，才能最大限度发挥其功能。
Based on the reality of meteorological depart, ment, this paper analyzed the function orientation of public opinion monitoring system and gave the suggestion of the introduction mode based on the comparison between the two construction modes of purchase service and construction system. In fact, public opinion monitoring system mainly play an auxiliary role, only when we have high-quality skilled technicians and a perfect working mechanism, can we maximize the functions of the monitoring system.
