摘要
以专利为例分析了知识产权服务战略职能提升的必要性,并基于协同创新和知识管理等理论原理,构建了大数据时代专利服务动态协同机制理论框架,提出可行性操作路径。强调提升专利服务的水平与绩效,保障与促进知识产权战略实施,建立服务动态协同机制是关键,从专利服务战略方案系统规划、战略逻辑动态平衡、服务过程整体优化与控制三个维度对专利服务动态协同机制进行了设计论证,对操作关键环节进行分析。
Intellectual property services are becoming the basically vital function of the strategic management of intellectual property right and such evolution is analyzed by the representative innovation of patent in this study. Based on synergy innovation and knowledge management theory, the study elaborates the feasibility of the operating path of establishing a patent service dynamic synergy mechanism in this era of big data. To improve the level and effciency of patent services that emphasizes that guaranteeing and facilitating the implementation of knowledge property rights strategies and establishing a service dynamic synergy mechanism should be crucial measures. It fnally demonstrates the design and key operation steps of this mechanism from perspectives of patent service strategy planning mechanism, dynamic mechanism of strategic logic system and optimization and control mechanism.
