摘要
[目的/意义]我国的贫困治理事业虽已取得了一定的成就,但脱贫攻坚形势依然复杂严峻。本文对贫困治理效果进行分析评价,有利于推动我国减贫事业的发展。[方法/过程]为了检验贫困治理成效,在借鉴投入产出思想以及梳理国家贫困治理工作成效考核指标的基础上,构建了一套基于投入-产出的贫困治理效果评价指标体系。在研究指标赋权方法、无量纲化方法以及评价方法的基础上,采用2004—2014年度的指标数据,计算我国11个年份的贫困治理效果综合评价得分。[结果 /结论]结果发现:综合评价得分排名结果和预想的投入产出结果差距很大。文章还认为,构建的基于投入—产出的贫困治理效果评价指标体系在一定程度上反映的是贫困治理投入产出的边际效益,而不是贫困治理的综合能力。
[Purpose/Significance]Althoug our country has made great achievement in poverty alleviation,getting rid of poverty is still a severe task. This paper analyzes the effect of poverty alleviation in past years so as to push forward poverty reduction. [Method/Process] In order to see clear what progress we have made,this paper designs a set of effect evaluation index on the basis of input-output to evaluate poverty alleviation. With the method of index weighting,non-dimensional method and evaluation method,this paper uses the index data from 2004 to 2014 to analyze the comprehensive evaluation score of poverty alleviation effect in 11 years. [Result/Conclusion]It finds out great gap exists between the result of the comprehensive evaluation score and the expected input-output result. The paper points out that effect evaluation index system based on input-output may reflect marginal benefit instead of comprehensive strength of poverty alleviation.
