摘要
节能标准是国家节能制度的基础,是提升经济质量效益、推动绿色低碳循环发展、建设生态文明的重要手段,是化解产能过剩、加强节能减排工作的有效支撑。加强节能标准化工作,坚持节约发展、清洁发展、安全发展,有利于实现内蒙古经济又好又快发展。本文通过对内蒙古节能领域情况的系统分析,并在进一步详细分析自治区节能标准化工作现状的基础上,提出了从加快建立地方能效领跑者制度,鼓励企业开展合同能源管理以及强化能源管理体系应用方面的对策和建议。
Energy-saving standardization is the basis of national energy-saving system, an important means to enhance economic quality and efficiency, promote green, low-carbon and cycle development, and the effective support to resolve excess capacity and strengthen energy conservation and emission reduction. Strengthening energy conservation standardization work and adhering to economy, clean and safe development is conducive to the sound and rapid development of Inner Mongolia economy. Based on the analysis of the current situation of energy conservation in Inner Mongolia and the further analysis of the current situation of energy conservation standardization in the autonomous region, this paper puts forward the countermeasures to speed up the establishment of local energy efficiency leader system, encourage enterprises to carry out contract energy management and strengthen the countermeasures and suggestions on the application of energy management system.
