摘要
非战争军事行动是区别于战争形式的维护国家安全的重要手段,针对非战争军事行动对民航飞行安全影响较大的现状,根据非战争军事行动的特点,分析用空对象对空域的使用需求及影响因素,进而用Graham算法划设初始飞行受限区并加入飞行安全间隔,在此基础上运用平移法增加受限区移动轨迹得到新的飞行受限区,再运用外推法,结合航空器飞行基础动作所需空域的数学模型,描述飞行受限区的边界变化情况,提出一种对非战争军事行动下飞行受限区的划设方法,以便于民航航班改航。
In view of the great effects of no-fighting military actions on the civilian aviation flying safety in recent years,the present paper intends to propose a method for setting up the flight restricted zones under non-military actions,so as to facilitate the implementation of the civil aviation flights diversion. Seeing the similarity between the actions to be taken to cope up the dangerous weather conditions for the airspace and taking military maneuver missions as a vivid case sample,it is necessary to make an analysis of the demands for the airspace-needed objects in the military training and the likely factors needed to be affected in the regular civilian share of the airspace. To prescribe the spatial disposal according to the coordinating air missions of the aircraft,we have resolved to the Graham algorithm to define the boundary between the initial flight restricted area directly and then the intervals added to the flight safety so as to extend the boundary of the said restricted areas. On this basis,this paper has made a forecast of the variation of the flight restricted area with the translation method to obtain the new flight restriction when given the direction and speed for its maneuver instruction. And,then,joining the mathematical model of the airspace needed for the flight basic actions of the aircraft extrapolation,it would be possible for the aircraft to join the horizontal interval of the flight subjects required to extend the restricted area when the flight has been changed. What's more,this paper has also compared the ratio of overlap area both to the designed flight restricted area and the actual flying restricted area,leaving off the two indexes,including the safety degree and accuracy to evaluate the degree of the limited zoning. Thus,finally,this paper has done two simulated examples and calculations of the vertexes coordinate changes under the movement and boundary change of the flight restricted area,respectively,so as to work out the corresponding results with the evaluation indexes. The results of the example show that the method proposed in this paper can be expected to guarantee the security and accuracy of the well arranged flight by effectively depicting the flight restricted area under the conditions with no military operations.
