摘要
根据目前我国环境(卫生)信息公开网络中存在的无序状态,对其制度的构建尤为重要。以环境(卫生)信息公开制度作为全文讨论的逻辑起点,明确网络这一特殊媒介在环境(卫生)信息公开中的特殊意义及依据;通过对环境(卫生)信息网络公开现状的梳理,对环境(卫生)信息网络公开的主体、内容、方式、效果及其与公众的期待之间的差距等内容,反映现实网络环境(卫生)信息公开存在的问题。通过调查及信息搜集发现,目前网络环境(卫生)信息公开存在着政企主导环境(卫生)信息公开程度严重,环境(卫生)信息内容的"空洞化"以及现利用网络公开方式的单一等问题。在确定理念追求的基础上,根据网络本身的特点,针对上文中提到的问题进行逐一探讨,提出环境(卫生)信息公开建构路径。
According to the unordered state in China＇s environmental health lntormation disclosure networK, the construction of the system is especially important. As a logical starting point for the discussion of the public health information system, the special significance and basis of the specific media of the Internet in environmental information should be clearly defined. Combing through the network of environmental information publicly the status quo, the network of environmental information public main body, content, method, effect and the gap between public expectationscan reflect the realistic problems of public health information network environment. Through the investigation and information collection, it could be found that the current information disclosure of the network environ- ment had the seriousness of public affairs and the ＂hollowing out＂ of the environmental information content and the single use of the network public way. On the basis of determining the pursuit of the concept, according to the characteristics of the network itself, in view of the problems mentioned aboveone by one, this paper discussed the proposed environmental health information construction path.
